The Denton Central Appraisal District released its 2019 certified tax rolls last week, and the county saw a 9.9% increase from last year, for a total of about $108 billion in homes, businesses and other taxable property.

This is the first year since 2014 that Denton County has not seen double-digit percentage-point growth in its tax roll.

“It was a fairly routine year,” said Rudy Durham, chief appraiser for the appraisal district. “It was busy, but most years are — and we’re already working on next year’s valuations.”

The certified property tax numbers help create the foundation for taxing entities such as cities, schools and special taxing districts to build next year’s budget. The process begins in the spring when the Denton Central Appraisal District determines property values and notifies property owners and taxing entities of the preliminary figures, which owners then can protest. Protesting a property tax valuation can bring the final number down.

Durham said DCAD had about 95,000 protests, which is “about 5 to 10% more than last year.”

“That is a combination of increased growth in the county and more people wanting to protest,” he said.

When asked why more people protested this year than last year, Durham said it’s their right to.

“It’s their right to, and values are still going up in Denton County and in most of North Texas, so that’s what they’re protesting,” he said. “And the state basically asked them to protest by putting a protest form with every value that we send out and then all the comments about property taxes in the Legislature.”

Durham said when the Legislature is in session, “they sometimes can egg on people to file protests.”

The city of Denton saw an 11.6% increase in its taxable property, going from around $10 billion in 2018 to around $11 billion in 2019.

This was the second year of Denton’s property tax freeze for homeowners who are disabled or 65 and older. Denton voters approved the freeze in a May 2017 vote that saw heavy turnout in Precinct 4003, where the Robson Ranch retirement community is located.

Other cities that have a tax freeze include Justin, Little Elm and Ponder, which saw between 9% and 18% growth in their respective tax rolls. School district tax rolls are also frozen for seniors.

In regard to school districts, Denton ISD saw 11.8% growth in its tax rolls, for a total of about $18 billion this year compared with $16 billion in 2018.
